Masjid Al-Ghufran was registered as Surau Balai Islam under supervision of the Federal Territory Islamic Religious Department (JAWI) on 6th April 1993. It was initially used for the local Islamic community meeting centre as well as the centre for religious classes besides acting as a prayer hall for congregation members around the Taman Tun Dr. Ismail. It was founded on a piece of land that had been blessed by one of the members of the congregation who was generous to surrender some of his private land to build a Surau. Starting from February 1995, Surau Balai Islam was upgraded as a Friday Prayer place for Muslim around Taman Tun Dr. Ismail area.
As a result of the philanthropic contributions, the Surau Balai Islam has been renovated and developed in line with its role not only as a surau, but also activities that benefit the locals such as religious primary schools, traveller rooms, conference halls, dining halls and meeting rooms which were built on September 1998. Finally, the new facade of the Balai Islam Hall was developed and started to receive bookings for traveller rooms on 14th July 2000.

In addition to religious activities, the accommodation can also be rented out at the lowest rental rates. There are 18 guest rooms (as a hotel) for those visiting Kuala Lumpur, visiting relatives, attending weddings, convocation, and so on. This comples is ideal for seminar and meeting for the traders, corparate members, government agencies and semi-government as the room are well- equiped with the meeting facilities.
